The word ‘device’ was quickly replaced by the word ‘weapon’ after a study published in the Journal of the American Medical Association confirmed that the staff members had suffered brain injuries, although they couldn’t determine the cause and source of the injuries. As quickly as the change in words came, so did the accusatory fingers start pointing. The U.S. government pointed their considerable finger directly at Cuba and immediately reduce staff numbers in the embassy to a bare minimum in response.
The Cuban Foreign Minister was quick to accuse the U.S. of lying about the incident and even offered to take part in a joint investigation into the troubling incident. Despite the FBI and Cuban authorities meeting to discuss the situation, nothing concrete was established. The Cubans did do some tests of their own but also claimed they could not locate the source.
