10. Camden, New Jersey

The first entry on our list, located directly across the Delaware River from Philadelphia, Camden had a long history of being a prosperous industrial city. Once the manufacturing jobs had gone, a lot of the population went with it, leaving the city with just over 70,000 residents today. Camden has seen its fair share of corruption with three of its mayors and a former State Senator given jail time for their crimes.
