8. Saginaw, Michigan

Known as Mid-Michigan and considered part of the Great Lakes Bay Region, Saginaw, like our previous entry Camden, was once an important industrial city and manufacturing center but has seen a sad decline since the late 20th century. This has caused both the unemployment and crime rate to go up, while the population has gone down, standing at just under 50,000. Their problems were exacerbated after the 2008 global financial crisis.
